教育は若い難民が生活を立て直し、その技術や知識を新しい環境の中で活かしてゆくために重要である。1951年の難民条約や国際人権諸条約において教育は基本的権利と定められており、難民の教育参加を伸張することはUNHCRの優先事項の一つとなっている。
UNHCR、関西学院大学、青山学院大学及び明治大学は日本に居住する難民に対し、質の高い教育を受け教養と専門性を身に付け、将来日本や母国、また国際社会において平和の構築や社会の発展に貢献する人材となることに共に関心を持っている。
３つの大学が難民高等教育プログラムに参加している。２０１２年には、関西学院大学（KGU）が日本語で行われる大学教育への難民２名の受け入れに加え、英語で教育が行われる国際学部への難民１名の受け入れを行う。青山学院大学（AGU）は日本語の候補者１名、明治大学（MU）は日本語もしくは英語の堪能な候補者を２名受け入れる。
応募書類が期限内に提出された候補者に対して筆記試験及び面接を行う。その後UNHCRが最大6名の候補者を、難民の適正と興味に加え、申し込みを行った言語に基づき、もっとも適した大学に推薦する。
出願書類及び出願についての情報は、2011年8月10日から同年9月10日まで右のリンクからアクセス可能であるとともに、要項に記載のあるパートナー NGOを通じて入手できる。出願をする者は公開される方法に従ってうこと。定められた方法以外の形でされた出願に関しては受け付けないこととする。

Education is essential in preparing young refugees to rebuild their lives and to enable them to contribute their skills and knowledge to their new environment. The 1951 Refugee Convention and other instruments related to international human rights assert that education is a fundamental human right. Ensuring access to education by refugees is one of UNHCR’s priorities.
UNHCR, Kwansei Gakuin University (KGU), Aoyama Gakuin University (AGU) and Meiji University (MU) are mutually committed to providing high quality education in specialist fields to facilitate the development of refugees in Japan into people who can contribute to the peace-building and social development of Japan, their countries of origin, and international society in the future.
Three universities participate in the RHEP program. As of 2012, KGU will select 2 candidates to commence university education conducted in Japanese, as well as 1 candidate to commence education conducted in English at the School of International Studies. AGU will select 1 Japanese-language candidate, and MU will select 2 candidates with either Japanese- or English-language skills.
Candidates whose documents are received by the application deadline will undertake a written test and an interview. UNHCR will then recommend 6 candidates to the most appropriate universities, based on the qualifications and interests of the refugees, as well as the language in which they wish and qualify to enroll in.
Application documents will be available from 10 August to 10 September 2011 through the links on the right side of this page, as well as from partner NGOs on the general information pages. Prospective candidates are asked to conform to the prescribed procedures. Applications which fail to so conform will not be accepted.
